ORAL AUCTION OR SEALED BIDS as hereinafter designated will be received by the District Manager, Bureau of Land Management, at the John Day Field Office of the Prineville District in John Day, Ore., at 10 a.m. Pacific Standard Time on Thursday Nov. 13, 2003, for all salvage and fuel reduction timber designated for cutting. Before bids are submitted, full information concerning the timber, the conditions of sale and submission of bids, including appraised prices per species, should be obtained from the above District Manager. The right is hereby reserved to waive technical defects in this advertisement and to reject any or all bids. The United States reserves the right to waive any informality in bids received whenever such waiver is in the interest of the United States. This sale notice, first published on Sept. 9, 2003 constituted the decision document for purposes of protests under 43 CFR Subpart 5003- Administrative Remedies. The doctrine of administrative finality precedes review of issues which could have been reviewed at the time of the first offering but were not, and of issues on which a final decision was made at the time of the first offering. The only change made between the first offering and this offering is that the requirement to whole tree yard has been dropped on a portion of this sale. This change is whole tree yarding is the only issue subject to protest under this notice.
IN GRANT COUNTY; OREGON; P.D.; ORAL AUCTION; All timber designated for cutting and removal on certian Federal lands in Sections 1 and 12, T.14S., R.31E., and in Section 6 and 7, T.14S., R.32E., W.M., estimated for the purpose of his sale to be 2,772 thousand board feet. No bid less then $97,905.92 will be considered. Minimum deposit with bid is $9,800.00. Published Oct. 28, 31 and Nov. 4 and 7, 2003.
