Arrests and citations the Blue Mountain Eagle reports are taken from the logs of area law-enforcement agencies. Every effort is made to report the court disposition of all arrests listed.
Woman pitching rocks, shoe
At about 4:06 p.m. July 18, John Day Dispatch received a report of a woman with a bag on her head who was reportedly throwing rocks and a shoe at vehicles on Highway 395 near northbound milepost 110.
The reporting party advised there was a pile of rocks in the roadway along with the shoe.
Information was referred to deputies from the Grant County Sheriff’s Department and Oregon State Troopers.
The area was checked, but the subject was not located.
The sheriff’s department received another report of thrown objects at about 10:52 p.m. on June 20.
The initial report indicated someone had fired a shot at the window in a residence in the 200 block of North Scenic Drive.
The complainant stated the glass from the shattered window sprayed inside the house.
Deputies checked the scene and discovered someone had thrown a golf ball through the window causing the damage.
John Day Dispatch July 18
Barking dogs were reported at a residence on Fourth Street. This is a continuing problem and the complainant was advised a citation will be issued.
An incident of possible identity theft was reported.
Two male subjects with a wheelchair were reportedly outside the Long Creek Cafe. Information referred to the Grant County Sheriff’s Department.
A subject was reported driving a “pocket bike” on the road near Grant Union High School. Subject was reportedly not wearing a helmet. Information referred to the Oregon State Police and the sheriff.
July 19
An incident of harassment was reported at a residence in the 200 block of Northwest Fifth Street.
A gray four-door vehicle was reportedly speeding on Lower Yard Road. Information referred to the sheriff. Area checked, vehicle was not located.
July 20
A fire alarm was reported at the Thomas Condon Center and the Cant Ranch. Information referred to the Dayville Fire Department. False alarm.
A horse trailer was reportedly parked across a driveway in the 300 block of Northwest Bridge Street.
Harney County Sheriff’s Department reported a possible drunk driver northbound on Highway 395 from the Idlewild Campground. Information referred to the sheriff.
Several juveniles were reportedly violating curfew in the Mt. Vernon City Park. Information referred to the sheriff.
A possible shot was reported fired at a location in the 200 block of Scenic Drive. The front window in a residence was reported shattered. Investigation indicated it was not a shot, someone apparently threw a golf ball through the window.
July 21
An abandoned vehicle was reportedly parked at the Meadowbrook Apartment Complex. Owner could not be located, vehicle will be towed.
Gasoline was reportedly stolen from one of the fuel barrels belonging to the Dayville School District. Information referred to the sheriff.
An alarm was reported at a building in the 100 block of West Main Street. The back door was discovered to be unlocked. Building checked and the owner responded to lock the door.
July 22
Loud music was reportedly coming from a residence in the Riverside Trailer Park. Subjects were advised to turn the music down.
A red Pontiac Firebird was reportedly being driven at a high rate of speed in the Mt. Vernon area. Information referred to the sheriff.
A blue Camaro convertible was reportedly squealing its tires coming out of the Squeeze-In parking area.
A vehicle was reportedly parked in the turn lane at the light on Main Street and Canyon Boulevard. Driver was contacted and advised to move.
A suspicious person was reported at a location in Fox. Information referred to the sheriff.
A fight was reported in the John Day Trailer Court. Area checked, subjects involved had left.
June 23
Movies and baby blankets were reportedly taken from a residence on Silver Lane. Information referred to the sheriff.
An incident of criminal mischief was reported at a residence on Silver Lane. Information referred to the sheriff.
A barking dog was reported at a residence on Humbolt Street. Information referred to the sheriff.
A suspicious person was reportedly trespassing at a location on 12th Street. Information referred to the Prairie City Police.
A green jeep was reportedly being driven at a high rate of speed on Highway 26 near milepost 161. Vehicle was stopped by John Day Police.
Grant County Sheriff’s deputies reported an incident of animal abuse by juveniles in Canyon City. Information referred to the juvenile department.
A vehicle was reportedly parked blocking a driveway at a location on North Canyon Boulevard. Driver was contacted and warned.
A possible abandoned vehicle was reportedly parked at the Magone Lake beach area. Information referred to the sheriff.
June 24
A maroon Ford crew cab pickup was reportedly being driven in a reckless manner on Highway 26 in the area of Screech Alley. Information referred to the sheriff. Vehicle and occupants were contacted.
Loud noises were reportedly coming from a trailer in the Mt. Vernon Trailer Park. Information referred to the sheriff.
A theft of services was reported at the Mt. Vernon Motel. Information referred to the sheriff.
An incident of harassment was reported at a residence in the Riverside Trailer Park.
A domestic disturbance was reported in the John Day City Park.
Suspicious persons were reportedly hanging around in the John Day Trailer Court.

July 25 – Bradley Cunnington, 21, Kuna, Idaho, was cited for carrying a concealed weapon.
July 25 – Robert Windsor, 37, Antelope, Calif., was cited for driving while suspended.

July 18 – Paul M. Reesor, no age listed, Ontario, Canada, was cited for speeding (no speed listed).
July 22 – Jason Jack Thornton, 25, Greeley, Colo., was cited for violation of basic speed rule (55/35 zone).
July 22 – Richard Russell Barr, 46, Boise, Idaho, was cited for open container.
July 23 – Richard Audis, no age or address listed, was cited for unsafe passing.
July 24 – Barbara Ann Hubbard, 18, John Day, was cited for driving uninsured and failure to register vehicle.
Oregon State Police July 15 – Samuel Edward Howell, 59, Monument, was cited for driving under the influence of alcohol, open container of alcohol and failure to maintain lane as the result of a traffic stop on County Road 3 near milepost 4.5.
July 15 – Laura Marie Brunton, 44, Long Creek, was cited for driving under the influence of intoxicants as the result of a traffic contact on Highway 395 near northbound milepost 105.
July 17 – Troopers assisted John Day Police in arresting Brandon Troy Richter, 21, on charges of assaulting a public safety officer, second-degree escape, resisting arrest and probation violation.

July 17 – Mt. Vernon and John Day ambulances were dispatched for a female patient with an unknown medical problem.
July 17 – John Day Fire Department was dispatched to the Kam Wah Chung Visitors Center in response to a report of a smoke alarm sounding.
July 21 – John Day Ambulance was dispatched for an elderly female patient who had reportedly fallen.
July 23 – Prairie City Ambulance was dispatched for a 9-year-old male who had reportedly been involved in a bicycle accident.
July 23 – John Day Ambulance was dispatched to the Grant County Fairgrounds for a driver in the demolition derby who had reportedly gotten battery acid in his eyes.
July 23 – John Day Ambulance was dispatched to Valley View Assisted Living Community for a female patient who was reportedly suffering breathing problems.
Circuit CourtCANYON CITY – Grant County Circuit Court reported the following fines and judgments:
B. Shane Sintay was found not guilty on July 20 by a six-person jury on a charge of driving under the influence of intoxicants (controlled substance).
Jason Bradley Phillips pleaded guilty on charges of first-degree criminal trespass and second-degree criminal mischief.
On the charge of first-degree criminal trespass, he was placed on probation for 18 months and ordered by the court to perform 80 hours of community service.
Phillips was fined a total of $626, which included a unitary assessment of $67 and a county assessment of $59, with $259 of the fine suspended.
He was further ordered by the court successfully complete any recommended mental health treatment and also to obtain obtain an alcohol or substance abuse evaluation.
Phillips will be responsible for all related costs for treatment and evaluation.
On the charge of second-degree criminal mischief, he was sentenced to 10 days in the Grant County jail, with credit for time served, and placed on probation for 18 months.
Phillips was fined a total of $626, which included a unitary assessment of $67 and a county assessment of $59, with $500 of the fine suspended.
In addition, he was ordered by the court to pay restitution to the victim in the amount of $447.
Justice CourtCANYON CITY – Grant County Justice Court reported the following fines and judgments:

Jose Sanchez, Bend, no operator’s license. Fined $180.
He was fined an additional $71 on a charge of failure to carry registration and had a charge of driving uninsured dismissed when proof of compliance was shown.
Lawrence McCall, Powell Butte, overload/group. Fined $242.
Britt Page, Ukiah, violation of basic speed rule (79/55 zone). Fined $180.
An additional charge of driving uninsured was dismissed when proof of compliance was shown.
Tanaya Robinson, Prairie City, had charges of no operator’s license and driving uninsured dismissed when proof of compliance was shown.
