Arrests and citations in the Blue Mountain Eagle are taken from the logs of area law-enforcement agencies. Every effort is made to report the court disposition of all arrests listed.

Justice Court

CANYON CITY – The Grant County Justice Court reported the following fines and judgments:

Violation of the basic rule: Alicia Ritner, 62, Kimberly, 75/55 zone, fined $155;

Exceeding maximum weight limit: Guy Sproul, 58, Canyon City, fined $205; John Strand, 48, Prineville, fined $127; Troy M. Oglevee, 35, Caldwell, Idaho, fined $96.

Failure to obey a traffic control device: Jacob Sterling Robinson, 28, Bend, fined $289.

No or invalid ODOT pass: John W. Unruh, 54, Willows, Calif., fined $472.

Endangering a child passenger: Donald Richard Strong, 32, Prairie City, fined $142.

Open container of alcohol: Arlot Jewell, 49, Kimberly, fined $287.

Driving uninsured: Dawn M. Soriano, 38, Carmichael, Calif., fined $323.

John Drew Mitchler, 56, Golden, Colo., was convicted of criminal trespassing as a violation, and fined $300.

Kathleen Dalsaso Mitchler, 44, Golden, Colo., was convicted of criminal trespassing as a violation, and fined $300.

Dennis Thomas was convicted of unlawful take of cougar with no valid 2011 cougar tag. He was sentenced to bench probation for 18 months and 40 hours community service, fined $800, and his hunting privileges were suspended for 36 months.

Thomas Feagin Britton was convicted of second-degree disorderly conduct and fined $250. (The court had previously reported that no fine was due.) One count of second-degree disorderly conduct was dismissed.

Brett Alley was convicted of minor-in-possession of alcohol, and fined $500.

Amanda Branstetter was convicted of minor-in-possession of alcohol, and fined $500.

Circuit Court

CANYON CITY – The Grant County Circuit Court reported the following fines and judgments:

Melinda Jo Moss, 32, pleaded guilty to several charges. For driving under the influence of intoxicants, she was sentenced to jail for 90 days, supervised probation for 24 months, 120 hours community service, and fined $1,278. Her driver’s license was suspended for life. For each of two counts of recklessly endangering another person, she was sentenced to jail for 10 days, supervised probation for 24 months and 60 hours community service, and driver’s license suspended for 90 days. She was fined $668 and $1,168. Each sentence was to be concurrent with all previous ones.

Two counts of recklessly endangering another person were dismissed.

Oregon State Police

Oregon State Police arrested Heather L. Binger, 47, of Long Creek for third-degree theft and possession of a controlled substance stemming from the theft of prescription medicine from a Long Creek residence where she was a guest. She was lodged in Grant County Jail.

About 2 a.m. Sunday, Jan. 8, OSP followed a Chevy truck traveling without lights near Bridge and 3rd streets in John Day. The truck sped up and turned onto Boyce Place, still without lights, where police pulled it over. The driver, Mitchell D. Prophet, 26, Mt. Vernon, was arrested for DUII-alcohol and reckless driving, and lodged in Grant County Jail.

About 9:30 p.m. Tuesday, Jan. 10, OSP stopped a vehicle on Highway 26 east of Pine Creek Road for following too closely and for defective lighting. Charles John Cannon, 64, Prairie City, was cited and released for possession of less than an ounce of marijuana, and for driving without a driver’s license.

About 7 a.m. Wednesday, Jan. 11, troopers investigated a noninjury commercial vehicle crash that had occurred earlier that morning on Highway 395 south of Canyon City. While traveling northbound, the truck’s driver, Richard Duane Randall of Mt. Vernon, lost control of a log trailer full of pine logs, which flipped over on its side. The Oregon Department of Transportation responded, removed the logs from the roadway and pulled the trailer upright.

OSP responded to a report of someone threatening another person with a rifle at Riverside Mobile Home Park about 6:45 p.m. Friday, Jan. 13.

At 7:07 p.m. Friday, Jan. 13, troopers assisted the Sheriff’s office and ODOT with a single vehicle crash on Highway 395 north of Magone Lake Road. The southbound vehicle, after hitting an icy curve, spun off the roadway, struck a tree and came to an upright rest on the southbound shoulder. Blue Mountain Ambulance extricated the driver and sole occupant, Sandra Lee Bowen, 71, of Pendleton, who sustained serious injuries. She was taken to Blue Mountain Hospital and then to Bend by AirLink.

OSP assisted the Sheriff’s office with a reported domestic altercation in Mt. Vernon at about 10 p.m. Friday, Jan. 13. Warren Wayne Dunn, 46, of Mt. Vernon was arrested for menacing, and lodged in Grant County Jail.

After OSP did a drug evaluation at the Grant County Jail Saturday morning, Jan. 14, John Day Police cited Ronald F. Robinson, 69, John Day for DUII, open container of alcohol and driving while suspended.

On Friday, Jan. 13, OSP cited Tyler Stout, 30, of John Day, for unlawful possession of elk and hunting elk in closed season in early December.

Dispatch

John Day dispatch worked 139 calls during the week of Jan. 9-15. Along with the various traffic warnings, trespassing, injured animals, noise complaints and juvenile complaints, these calls included:

John Day Police:

Jan. 9: Cited a John Day woman for speeding; cited a John Day woman for driving while suspended violation; report of shots fired at John Day City Park.

Jan. 10: Cited a Prairie City man for failure to stop or remain stopped for a pedestrian; cited a John Day 16-year-old for speeding in a school zone.

Jan. 11: Arrested a 27-year-old man and a juvenile for disorderly conduct at a Brent Street apartment; cited a Canyon City woman for minor-in-possession of alcohol; responded to two cougar sightings in the Valley View Drive area; arrested a John Day man for disorderly conduct.

Jan. 13: Report of a man having a seizure in his vehicle.

Jan. 14: Arrested a John Day man for DUII on S.E. Dayton Street.

Grant County Sheriff:

Jan. 13: Responded to a theft report at Grant Union Junior-Senior High School.

Jan. 14: Report of shots fired at Clyde Holliday State Park.

Seneca ambulance:

Jan. 15: 75-year-old woman with lower body pains.

John Day ambulance:

Jan. 10: Transported a woman, 40, having seizures.

Jan. 11: Dispatched for a 78-year-old man.

Jan. 13: Girl, 15, with difficulty breathing.

Jan. 14: Man, 65, fell and injured his head.

Small Claims

    Jerry Coombs v. Stanley Dehiya. Judgment was against Stanley Dehiya, who was directed to return a 1993 F150 Ford pickup, signed-over title, plus $64 in fees to Jerry Coombs.

    Credit Associates Inc. v. Amber Wright. Money judgment awarded to Credit Associates for $9,816.71.
