Pursuant to notice made to the newspaper of general circulation throughout Grant County, the radio station, county website, and e-mail distribution list, a regular meeting of the County Court was held at the County Courthouse in Canyon City OR.

9:00 am — Call to Order. Present were Judge Scott W. Myers, Commissioners Chris B. Labhart and Boyd Britton, Secretary Mary Ferrioli, Billie Jo George, Mark Pengelly, Marlene Greer, Gary Jacobson, and Pastor Ron Roberson. A Pledge of Allegiance was given to the United States flag. The invocation was given by Pastor Roberson.

CLAIMS. The court had reviewed and approved claims and Extension District Warrant Nos. 281-288

AGENDA. MSP: Britton/Labhart — to accept the agenda as presented. Labhart asked for a brief discussion on seeking private-sector individuals to serve on the TEC board. Britton said next week there will be a presentation of the Cramer Fish Sciences Report by Jason Kehrberg. Britton asked the court to send a letter to the Laurance family offering condolences for the passing of Sammie Lawrence.

ANNOUNCEMENTS.

Britton is hoping to have a meeting with ODF and some interested parties about Zone 1 lands and fire protection in general. He’s been talking with Mr. Kehrberg about the Cramer Fish Sciences work. Britton plans to attend a Farm Bureau meeting this week.

Myers read at Humbolt School for Dr. Suess Day March 2. He was in La Grande March 3 for a Northeast Oregon Housing Authority board meeting, attended a mental health advisory board meeting at CCS on March 5, and attended an Eastern Oregon Road Officials and Surveyors meeting at the airport yesterday. Friday he will attend a disaster drill at Blue Mountain Hospital from noon to 1 pm.

Labhart attended a Local CAC meeting at the airport February 25. He had lunch at the John Day Senior Center and taught a hunter education class at the high school February 26. March 4 Labhart had lunch at the Prairie City Senior Center and had a Title 1 presentation by ODF. March 5 he attended a TEC board meeting in Baker City. March 7 he had a hunter safety class, attended a Library fundraiser, and was in Baker City for a Forest-Access-For-All meeting. He participated in a CAC Chairperson statewide phone conference yesterday.

All court members are participating in Budget Committee meetings scheduled this Monday morning, Wednesday afternoon and Thursday afternoon.

AIRPORT JOINT USE BUSINESS OP PLAN. Airport Manager Patrick Bentz requested approval of the revised annual Regional Airport Joint Use Facility Business Operations Plan. This plan is the contract between the county and the Forest Service that addresses management policy for the Airport Terminal. On February 5 the USFS Airbase team, Judge Myers, and Bentz met to discuss the annual plan and it was decided no major changes were needed. Some changes were discussed about firearms policy to keep consistent with GCRA rules and regulations associated with active shooter training. Some discussion took place about procedures to evacuate the building in case of fire. MSP: Labhart/Myers — to allow Judge Myers to sign the 2015 USFS Contract Order and Regional Airport / Airbase Joint Use Facility Business Operations plan.

PETITION TO WAIVE TAXES. The court considered a Petition to Waive Taxes on Manufactured Home filed by attorney Scott A. Hogan on behalf of Edward G. Hunt for property located at 403 D Street in Seneca. Petitioner Hunt (0ne of the property owners) intends to apply to have the title to the abandoned MH reissued in his name, so the MH can be removed and demolished. Waiver of $8,311.25 in taxes levied against the MH would enable Mr. Hunt to demolish the abandoned “property.” It had been reported by the Assessor’s office that all tax assessments for the land at that location are being paid. MSP: Britton/Myers– to approve the Petition to Waive Taxes on Manufactured Home filed by Edward G. Hunt for property located at 403 D Street in Seneca.

VSO JOB DESCRIPTION. The court reviewed for approval proposed updates to the Veteran Services Officer job description recently provided by VSO Bob Munchausen. The current job description, updated in 2006, was revised to reflect recent changes in ODVA and VA requirements related to reporting and training, assisting veterans and dependents with travel arrangements to access medical care, as well as working knowledge of computer programs and Internet use to comply with VA and ODVA digital data systems. Myers explained his previous meeting with Munchausen to review the proposed changes. The revisions were not considered major enough to warrant an evaluation and salary placement by the Local Government Personnel Institute. MSP: Britton/Myers — to approve the proposed Veteran Services Officer job description update as presented.

VSO JOB ADVERTISEMENT. The court reviewed for approval proposed in-county and public job opening notices to recruit a new part time (19 hrs / week with no benefits) Veteran Services Officer. VSO Bob Muenchausen will retire on March 25, 2015. MSP: Britton/Myers — to approve county notice for 1 week March 12-18 with public advertisement March 18 & 25. Applications will close March 31.

RESOLUTION. The court reviewed and signed Resolution 15-03 Appropriating Unexpected Grant Funds, Courthouse Reserve Fund, in the amount of $150,000.00 to receive and expend a grant from the State of Oregon to assist with installation of an elevator for the courthouse. MSP: Labhart/Myers — to circulate Resolution 15-03 for signature as presented.

9:40 am – Howard Gieger entered

EOCCO LCAC VOLUNTEER. Court members considered the application submitted by Vickie Harrison to volunteer service on the EOCCO Local Community Advisory Council. Labhart, who is Chair of the council, recommended her appointment. MSP: Britton/Myers — to appoint Vickie Harrison to the EOCCO Local Community Advisory Council.

TRAINING & EMPLOYMENT. Labhart, who represents the Grant County on the TEC board, said the board is looking for two individuals from each county to represent private sector employers, and participate in monthly meetings by phone. Some potential representatives were suggested and Labhart planned to make those contacts to determine interest in participation.

10:00 am — Shannon Springer, Dean Hoodenpyl and Kathy Smith entered

PLANNING. Planning Director Hilary McNary, represented by Secretary Shannon Springer, requested approval to purchase an HP Laserjet Pro 400 printer to replace a printer that’s been used since 2006. The current printer has been having problems over the past two years. ESD recommended the proposed model which is compatible with the network. Cost quotes were provided from Amazon @ $189.99, Quill @ $199.99, and ESD GovConnection @ $219.00. Purchasing this printer from ESD was recommended due to better service and technical support. It was noted that funds in the department’s budget can be transferred to cover the cost. Smith recommended taking funds from General Fund Capital Outlay. MSP: Britton/Myers — to allow the Planning Department’s purchase of an HP Laserjet Pro 400 printer through ESD for $219.00 as requested.

COMMUNITY CORRECTIONS. Community Corrections Director Dean Hoodenpyl requested approval for the Community Service Supervisor to attend the 30th annual Community Service Work Crew Conference at Mt. Bachelor Village Resort in Bend May 5 – 8. The expense would be paid through the Justice Reinvestment Grant estimated at $479, including registration & meals $200 and lodging $93 per night. MSP: Labhart/Myers– to approve the Community Service Supervisor’s attendance at the Work Crew Conference in Bend May 5-8.

10:10 am – Hal Smith and Ron Phillips entered

Hoodenpyl requested approval to purchase a solid front door for the Community Corrections building. The current door is comprised of thin glass encased in a wood frame. After meetings about security it was determined a secure solid door would be safer. Hoodenpyl felt the old glass door was at risk of breaking if slammed shut. Three bids were provided for a 36” metal exterior door costing $195 @ Mills Building Supply, $146 @ Grant County Building Supply, and $126.34 @ Home Depot in Bend. Hoodenpyl recommended the door from GCBS with the cost coming from his grant that will allow building improvement expense. Property Maintenance (Nate Hughes) would install the new door when needed. MSP: Labhart/Myers — to approve the solid metal door purchase from Grant County Building Supply for $146.34 as requested.

Hoodenpyl requested approval to purchase a cell phone for the Juvenile Counselor to use for after hours on-call services. The Juvenile Counselor has been using a personal cell phone. The cost for a county cell phone from Verizon is about $50.00 per month; payment would come from the General Fund Juvenile line. MSP: Britton/Myers — to authorize a county approved Verizon monthly cell phone data plan stipend for the on-call Juvenile Counselor as recommended.

10:20 am – News Reporter Scotta Callister, Steve Parsons, and Jim Carpenter entered

DISTRICT ATTORNEY. District Attorney Jim Carpenter requested signature on IGA 147919 with the State of Oregon to provide legal services in juvenile dependency proceedings for the 2015-2017 biennium. The IGA is between the county and the state in conjunction with Department of Human Services and pays the county $549.87 each quarter for work currently being done. The agreement is to help improve and assist in maintaining a successful and effective juvenile dependency litigation program. Carpenter reviewed and explained this process and the department’s historic practice of providing this service to protect the safety of children. He recommended accepting the quarterly Title

4 funds that are now available to his department. MSP: Labhart/Myers — to authorize Judge Myers to sign on IGA 147919 with the State of Oregon to provide legal services in juvenile dependency cases.

FAIRGROUNDS. At Fair board member Steve Parsons’ request, Myers provided information on actions taken to isolate and repair an underground water leak, including installation of valves. He indicated the water is being turned off to that area, except during the time when events are held. Parsons reported that OTEC is currently assessing a peak charge when the arena lights are turned on, which causes an overall surge.

The court took a short break until the next agenda item. Elaine Eisenbraun, Steve Beverlin, Audrey Matsumonis, King and Zach Williams, and Jack Slayton joined the meeting at 11:00 am

CFR ORDER. Malheur NF Supervisor Steve Beverlin provided a review of findings to date for the CFR (Code of Federal Regulations) Order signed by former Malheur NF Supervisor Teresa Raaf on September 30, 2014. This is the enforcement order that gives the forest the ability to enforce those closed roads. NEPA documents were described for watershed level projects the Forest Service has been working on i.e. Galena, Marshal Devine, Upper Pine, Emigrant Creek, Jane, Soda Bear – as well as three current projects (Wolf, Elk 16, and Big Mosquito).

Beverlin explained that all of these NEPA decisions were included in the September 30, 2014 CFR Order. A map of Grant and Harney counties was displayed for review and discussion. Open roads, seasonal closure areas, and approximately 83 miles of closed roads were identified on the map. Additionally, a 7 page list of Grant County roads and their length (included in the CFR Order) was also addressed. Of all closed roads, 7 road segments are greater than one mile in length according to Beverlin. He explained why the single CFR Enforcement Order was used to document closures over the period of time that additional decisions had been made. The CFR Order was actually a “catch up” for those road closures not previously signed by Forest Supervisors. In going forward, Beverlin proposed that within 30 days of a final NEPA decision a CFR Order be signed to reflect that decision in a timely manner. Then, he announced his decision to rescind the order signed on September 30, 2014 and begin (as of 2010) a new internal review of specific projects for a subsequent CFR Order. Beverlin said reviews would begin with the Jane Project which will subsequently be presented to the County Court and Sheriff before the CFR Order is signed.
