Pursuant to notice made to the newspaper of general circulation throughout Grant County, the radio station, county website, and e-mail distribution list, a regular meeting of the County Court was held at the County Courthouse in Canyon City OR.
9:00 am — Call to Order. Present were Judge Scott W. Myers, Commissioners Chris B. Labhart and Boyd Britton, Secretary Mary Ferrioli, Jim Sproul, Joe Intile, Mike McGuire, and Tom Olson. A Pledge of Allegiance was given to the United States flag. The invocation was given by Commissioner Britton.
CLAIMS. The court had reviewed and approved claims and Extension District Warrant Nos. 1 to 8
AGENDA. MSP: Myers/Britton — to accept the agenda with adding Jim Carpenter’s discussion on the opportunity for the county to opt out of marijuana grow sites and dispensaries.
9:02 am — DA Jim Carpenter and Road Master Alan Hickerson entered
MARIJUANA LEGISLATION. District Attorney Jim Carpenter reviewed and explained information in the Summary of New Oregon Marijuana Offenses effective July 1, 2015 and a Brief Summary of 2015 Oregon Marijuana Legislation; House Bill 3400 Section 133 – 136 “Local Option Effective on Passage.” Opting out disallows counties from having a local tax or receiving state revenue from this legislation.
ANNOUNCEMENTS.
Myers attended a Forest Service Listening Session at the airport last night regarding the Blue Mountain Forest Plan Revision, facilitated by Jack Southworth. Last Wednesday Myers attended a Wolf Project objection meeting at the federal building and heard comments from five individuals who had standing. Yesterday he met with Peggy Gray and Valerie Luttrell (City of John Day) to discuss costs related to the Sheriff’s Dispatch Agreement. Today at noon we will have the final elevator inspection. Friday he meets with DEQ at the site to review the petroleum spill.
Britton reported on Senator Wyden’s town hall meeting held at the airport last Thursday. He talked about his OPB interview concerning scenic bikeways that was recently aired. He also attended the Forest Plan Listening Session last night. Britton reported on the county’s July 4 fireworks celebrations.
Labhart attended Senior Citizen’s lunch in Prairie City last Wednesday. Yesterday he attended Senior Citizen’s lunch in Monument and the Blue Mountain Forest Plan Listening Session at the airport last evening. Today Labhart will teach a Hunter’s Safety course at the Credit Union. Thursday he’ll drive the VA van to Boise and attend a Stock Grower’s meeting at Keerins Hall. Monday he will travel to Salem to attend AOC meetings. He also met with Irene Jerome, Mike Cosgrove and John Bastian about the RAC nomination process.
MINUTES. MSP: Myers/Britton — to approve the July 1 minutes
BUDGET RESOLUTION. Court members reviewed and signed Resolution 15-14 Re-paying Cash Loan from Fair Fund ($30,000.00) and Domestic Violence Fund ($18,000.00) to General Fund due to revenue anticipated to be received within the current fiscal year. MSP: Myers/Britton – to circulate this resolution for signature.
ROAD. Road Master Alan Hickerson appeared with an emergency issue. He learned earlier today from the Water Master that the department is two years out of compliance with renewing a water use permit. He said it costs $340.00 for a new permit and $60 per year to renew it. The department will be placed on a reminder list so this doesn’t happen again. MSP: Britton/Myers – to approve a hand check for the Road Department’s new water permit application.
PUBLIC COMMENT. Former Airport Commissioner Joe Intile was present since he thought the airport’s request to purchase cotton tablecloths for the Large Conference Room was on the agenda. Myers explained that was discussed last week with Airport Manager Patrick Bentz. The court asked him to obtain two more quotes (required by statute) and discuss it at next Monday’s Airport Commission meeting.
Jim Sproul reported that Citizens For Public Access requested formal intervention on the Elk 16 and Wolf Projects and asked that federal law be followed. He was afraid there may be litigation and anticipates that a hold could be put on these projects.
Some discussion also took place about comments made during the Forest Service’s Listening Session at the airport last night, and the current status of fire activity within the county.
