Pursuant to notice made to the newspaper of general circulation throughout Grant County, the radio station, county website, and e-mail distribution list, a regular meeting of the County Court was held at the County Courthouse in Canyon City, OR.

9:00 am — Call to Order. Present were Judge Scott W. Myers, Commissioner Boyd Britton via telephone, Administrative Assistant Laurie Wright, Mike Cosgrove, Beth Spell, Rob Seaver, Judy Kerr, Jim Sproul, Vicki Thompson and Pastor Levi Manitsas. A Pledge of Allegiance was given to the United States Flag. The invocation was given by Pastor Manitsas. Commissioner Labhart was absent because he was on vacation.

CLAIMS. The court had reviewed and approved claims and extension district warrants # 189-190. Commissioner Britton declared a conflict on two claims payable to Boyd Britton Welding in the amount of $168 and $64.

AGENDA. MSP: Myers/Britton — to accept the agenda as amended with the removal of Item A. Item A regarding review of the recommendation of the Road Master for Laycock Creek Pit & McGirr Pit crushing projects was removed.

ANNOUNCEMENTS. Commissioner Britton attended a Farm Bureau meeting Monday night and it was announced the Stock Grower’s had the best receipts from the beer booth at the fair that they have had in a long time. Britton also met with Scott Fairley at his shop to discuss county concerns.

Judge Myers went to a meeting on August 18th regarding Bates Pond and will attend another one on September 15th.

9:06 am Logan Bagett and Jim Sproul entered.

Myers assisted with setting up the county yard sale last Thursday and helped with the yard sale on Friday and advised it was well attended. Yesterday Myers attended the bid opening at the road department at 2:00 pm. Myers will conduct a name change hearing tomorrow morning and on Sunday his business will sponsor a team and he will play in the Blue Mountain Hospital Golf Scramble.

Britton feels Gregg Smith should be considered a stake holder in the Bates Park meetings and maybe someone would give up their place to allow him to be a stake holder.

MINUTES. MSP: Britton/Myers — to approve the August 17th minutes as amended.

ROAD MASTER RECOMMENDATIONS CRUSHING PROJECT. This matter was removed from the agenda because the low bidder failed to bid on a portion of the project. The crushing projects will be sent out for bids again.

IGA NO. 31495 (ROAD DEPARTMENT – ODOT). The court reviewed the Intergovernmental Agreement Single Trip Permit Authorization between the Road Department and Oregon Department of Transportation. The agreement allows for the simplification of permits for oversize/overweight vehicles and loads traveling on State highways, county roads and city streets by having the State issue the permits. This is an agreement is effective for ten years after the date of execution. MSP: Britton/Myers — to approve IGA No. 31495 to be signed by Judge Myers and Commissioner Britton.

ECONOMIC DEVELOPMENT COPIER LEASE. Economic Development Coordinator Sally Bartlett had sent a quote to the court for a copier lease for her office. The cost of the new copier would be $115 per month, which is $4 less than the current lease and would be for a 60 month term. MSP: Britton/Myers – to approve the lease of the new copier for GCED and to authorize Judge Myers to sign the lease agreement.

ASSESSOR’S ORDER DESIGNATING NEWSPAPER. Assessor Karen Officer had presented the court with an Order Designating a Newspaper for Publication of the Annual Foreclosure of Tax Liens as shown by the Grant County Foreclosure List. This is an order that must be completed yearly prior to the publication of the tax lien list as required by law. The Assessor recommended declaring the Blue Mountain Eagle as the paper of record. MSP: Britton/Myers — to approve the order to be signed by Judge Myers and Commissioner Britton.

PUBLIC COMMENT. Britton commended Mary Weaver and her staff for a successful Fair this year and wanted to thank them, the Fair Board and the Rodeo Board. Mike Cosgrove said the fair was excellent and he would like the court to write a letter to the Fair staff acknowledging the good work. Britton agreed with Cosgrove and would also like to see a letter published in the newspaper. Myers commented on how nice it was to have the paved walkways at the fairgrounds.

** CORRECTION TO AUGUST 17, 2016 MINUTES. In the public comment section of last week’s minutes the group Kay Steele spoke of should have been identified as Grant County Positive Action and not as a committee. **
