Grant County Court minutes from Nov. 6, 2019:

Pursuant to notice made to the radio station, Courthouse bulletin board, e-mail distribution list, a special meeting of the County Court was held at the County Courthouse in Canyon City, OR.

4:00 pm — Call to Order. Present were Judge Scott W. Myers, Commissioners Jim Hamsher and Sam Palmer, Administrative Assistant Kim Puckett, Frank Stinnett, Judge Kathy Stinnett, Frances Preston, Darrell McKrola, Reporter Rudy Diaz. A Pledge of Allegiance was given to the United States Flag.

COUNTY COURT – The court spoke of an emergency concerning the leaking roof and the necessity to replace it using the Courthouse Reserve Fund 131100-5400003. Judge Myers and Property Maintenance Specialist, Frank Stinnett attempted to see if local Contractors were interested, some were not skilled in that type of roofing. A local Contractor was present and said if awarded the job he couldn’t start until early December, Myers stated it wouldn’t be timely. Stinnett states that it is time sensitive due to weather and the potential mold and water damage to records and electronics in the building. MSF: Hamsher/Myers–to accept additional bids from local contractors until 2:00pm 11-08-19.Hamsher voted yes, Myers and Palmer voted no because the roof replacement needs to begin right away motion failed. MSP: Myers/Palmer–to award the contract of $179,995.00 to Palmer Roofing to insulate and re-roof the Courthouse. Myers & Palmer voted yes and Hamsher voted no. There is no relation between Commissioner Palmer and the Contractor.
