Letter: Tenant speaks out against new lease

The Northeast Oregon Housing Authority (HUD) is forcing tenants out of their homes with a new forced lease, either sign or get out. All previous fences are to be removed. Using outside faucets is forbidden for any reason. No BBQs anywhere.
I’ve had a fence up for six years and beautifully landscaped and they are making me destroy the entire yard along with thousands of dollars in landscape plants and materials. I am 75 years old and my husband died here in our home. As he requested, his ashes are in the front flower bed. I do have photos of this. My husband loved this yard and because of the deer, we cannot have outside plants without a fence.
This was a total surprise delivered to tenants on May 2. Many are in dire need of a new location. They have been to my home with the landscaped yard on many occasions and have never mentioned removing it. They did enjoy veggies from my garden as they sat in my backyard under my awning.

I was told by the then-management that as long as I did not cement the posts in or attach any item to the structure, I could put up my little fence. I have put it together with wire, zip-ties and bungee cords. Nothing attached to any structure. I had already purchased new hoses, plants and bird baths for the yard when this surprise lease was given to me.
There are many more rules and regulations, just too many to mention here. Can you imagine not being able to wash your sidewalk, windows and so many other items that are needed for a reasonable life? They have not physically inspected any of these rentals for years.
