CANYON CITY — The following information was taken from official records of the Grant County Circuit Court:

Dec. 24

Sunnie Jean Moore, 27, of La Grande, was convicted of aggravated harassment, a felony committed on July 23, following a guilty plea entered on Dec. 4. A misdemeanor count of second-degree theft was dismissed.

Moore was sentenced to six months in jail with the option to be released to inpatient treatment if a bed becomes available. She was also ordered to submit to two years of post-prison supervision. The court found Moore to have chronic mental illness and a chronic substance abuse disorder. As a condition of post-prison supervision, the court recommended that Moore continue to receive mental health treatment and substance abuse treatment. 

Dec. 31

Steven John Quinn, 56, of Klamath Falls, was convicted of felony coercion and misdemeanor menacing (domestic violence) committed on Sept. 19 following no contest pleas entered on Dec. 19. A felony count of unlawful use of a weapon and a misdemeanor count of third-degree criminal mischief were dismissed.

He was sentenced to 90 days in jail with credit for time served and was placed on supervised probation for five years. He was ordered to perform 80 hours of community service or work crew time, obtain a substance abuse assessment and complete all recommended treatment.

In addition, he was ordered to have no contact with the victim, not use intoxicants, stay out of bars and drug houses, not possess firearms, and not associate with anyone known to use, sell or possess illegal drugs.

Thomas Vern Busby, 52, of Prairie City, was convicted of multiple offenses in four separate cases. All sentences are to run consecutively.

Busby pleaded guilty to first-degree criminal mischief, a felony committed on Dec. 17, 2023, and was placed on supervised probation for two years. He was sentenced to 20 days in jail with credit for time served and was ordered to obtain a substance abuse assessment and complete all recommended treatment. Busby was also ordered to obtain a mental health evaluation and complete all recommended treatment, obtain an anger management assessment and enroll in treatment if so directed, and complete a Moral Reconation Therapy program. Busby was also ordered to stay out of bars and drug houses, not use intoxicants and not associate with anyone known to use, sell or possess illegal drugs. He was also barred from entering the Washing Well laundromat.

Busby pleaded guilty to menacing, resisting arrest and third-degree criminal mischief, all misdemeanors committed on May 26, 2024. A misdemeanor count of harassment was dismissed. He was sentenced to 40 days in jail, with credit for time served, was placed on supervised probation for one year, with similar conditions to those listed above, and was ordered to have no contact with the victim. 

Busby pleaded guilty to endangering the welfare of a minor, a misdemeanor committed on May 30, 2024, and was sentenced to 60 days in jail with credit for time served.

Busby pleaded guilty to menacing and resisting arrest, both misdemeanors committed on Sept. 18, 2024. A second count of menacing was dismissed. Busby was sentenced to 40 days in jail and was placed on supervised probation for one year, with conditions similar to those listed above. he was also ordered to have no contact with the victims and not enter the building housing the John Day office of the Oregon Department of Human Services.
