Grant County Court minutes from Aug. 10, 2016:
Pursuant to notice made to the newspaper of general circulation throughout Grant County, the radio station, county website, and e-mail distribution list, a regular meeting of the County Court was held at the County Courthouse in Canyon City, OR.
1:32 pm — Call to Order. Present were Judge Scott W. Myers, Commissioners Chris B. Labhart and Boyd Britton, Administrative Assistant Laurie Wright, Jim Sproul, Judy Kerr, Walt Kight, and Kathlyn Kight. A Pledge of Allegiance was given to the United States Flag. The invocation was given by Commissioner Britton.
CLAIMS. The court had reviewed and approved claims and extension district warrants #180A – 188.
AGENDA. MSP: Myers/Labhart — to accept the agenda as presented.
ANNOUNCEMENTS. Commissioner Labhart was in North Bend on Monday and Tuesday at the Oregon Coast Economic Summit. Labhart met with Congressman Walden this morning and will be traveling to Wilsonville tomorrow for a meeting. On Saturday Labhart will be working at the American Legion Hamburger stand at the fair. On Monday the 15th Labhart will chair the meeting for the Senior Citizen’s Board.
Commissioner Britton will be working at the American Legion Hamburger stand on Friday evening at the fair and will also work at the Cattleman’s Beer Booth. Britton attended Congressman Walden’s town hall meeting this morning.
Judge Myers reported he conducted a name change hearing on Monday the 8th and yesterday he attended a meeting at ODF regarding emergency management related to the upcoming eclipse, and at 1:30 he attended the Emergency Food & Shelter Board meeting where the money received was divided equally between the two entities that applied (Prairie City Food Band and Grant County Food Bank. Yesterday afternoon Myers also went to another Chamber of Commerce meeting regarding the upcoming eclipse and at 5:00 pm he then went to the Forest Service meeting regarding the Canyon Creek Complex Fire. Myers said he has a name change hearing tomorrow and will go to a family reunion this weekend. On Monday the 15th he will travel to Ritter Junction to watch signed erected for the two new Firewise communities and then on the 16th he will perform a re-certification of a marriage.
MINUTES. MSP: Myers/Labhart — to approve the August 3rd minutes as amended.
FERGUSON SURVEYING INVOICE. The court reviewed and approved Ferguson Surveying & Engineering invoice # 3585 in the amount of $380.00 for work on the Canyon Creek Channel Rehab project. MSP: Labhart/Myers — to approve payment of invoice #3585 in the amount of $380.00 payable from general fund – other.
RESOLUTION 16-22. Treasurer Kathy Smith had presented Resolution 16-22 to the court for approval. The resolution creates an expense line in the District Attorney’s budget for the Justice Investment Grant. MSP: Myers/Labhart — to approve Resolution 16-22 and circulate for signatures.
NPRA RODEO CONTRACT. The court reviewed the fair contract with Lazy H Ranch to provide stock for the NPRA Rodeo in September at a cost of $4,850. MSP: Myers/Labhart — to approve the fair contract with Lazy H Ranch and circulate for signatures.
FAIR MANAGER REQUEST. The court received a written request from Fair Manager Mary Weaver to allow her to work from home during the duration of her illness. Weaver’s doctor has placed her on limited duty and given the FMLA release to human resources. MSP: Myers/Britton — to allow Mary Weaver to work from home.
YOAKUM SOUND FAIR CONTRACT. The court reviewed the fair contract with Yoakum Sound & Light to provide sound system and lighting services for the Sammy Kershaw concert on August 13th. It was necessary to hire a professional company to provide these services. The cost of this contract is $8,300. MSP: Labhart/Myers — to approve the fair contract with Yoakum Sound & Light and circulate for signatures.
1:50 pm Ryan Nehl entered.
SNAFFLE BIT FAIR CONTRACT. The court reviewed the fair contract with the Snaffle Bit Dinner House to provide the beer garden during the Sammy Kershaw concert at the fair on August 13th. The Snaffle Bit will pay 15% of the gross sales to the fair up to $5,000 and gross sales over $5,000 will be paid to the fair at 25%. MSP: Myers/Labhart — to approve the fair contract with Snaffle Bit Dinner House and circulate for signatures.
PUBLIC COMMENT. Labhart advised the court he placed an item on next week’s agenda to discuss the permit issues landowners are running into with allowing people to camp on their property during next year’s eclipse. There are numerous issues with this process that need to be addressed. Walt & Kathryn Kight will provide information about what they would like to see discussed next week. Discussion followed about possible issues and citizen concerns.
