Regular Council Meeting
March 15, 2016
Community Hall 5:30 pm
Present were: Mayor Steve Fischer, Council President Jim Johnston, Councilors Don Mooney, Jason Hatfield, and Rachelle Simmons, City Recorder Corry Rider, Public Works Superintendent Les Percy
The meeting was called to order by Mayor Steve Fischer at 5:31 PM.
Jason made a motion to approve the minutes with a spelling correction, Don seconded and the motion carried all in favor.
Judy Kerr
Judy came down with something and she could not be here in person but she has prepared some handouts for the council. The council read the handout. The question Judy raised was the amount of involvement the city has in County Court decisions. In theory the County represents all of the citizens but makes its own decisions. Judy would like the City to consider sending a representative to the County Court Meetings. The large part of what the Court deals with is of no interest of the city. At this time the council does not see any clear action.
2015 -16 Audit Agreement
This year’s audit is quoted at $2150.00 less than last years because of the fiscal improvements the city has made. There was some concern expressed about a possible conflict with Anna working for John Day and also Canyon City. It was suggested that the City Attorney be asked about this when we meet with him.
Jim made a motion to enter into agreement with Oster Professional Group for the 2015 – 16 audit, Rachelle seconded and the motion carried all in favor.
Updated Flood Maps
Somewhere around 2011 the Corps of Engineers did an updated flood study of Canyon City and John Day. All of the documentation is complete and compiled in a binder ready to be submitted to FEMA for Flood Map upgrades. After the Cities and County had a meeting with DLCD and the Corps it was agreed that a meeting with the Councils and Court was in order. The DLCD and Corps will explain the process and options to the governing bodies so that an informed decision can be made. The suggested dates at this time are April 27th or 28th in the evening.
Ethics Reporting
Everyone has got signed into the database and the reporting forms are now available online for completion. The deadline is April 15th so everyone is reminded to get it done before then.
Council & Staff Reports
Jason stated that someone is interested in the lot between Russell’s and Ed Staub. Rodger Lang is the interested party.
Corry visited with the City Attorney and a special meeting is scheduled for March 21st at 5:30 at City Hall.
Rachelle said people had been asking about music in the park. The only problem has been finding a time when there is no other stuff going on. Everyone is on board if we can get it scheduled.
Bills
Rachelle made a motion to pay the bills, Jim seconded and the motion carried all in favor.
