Arrests and citations the Blue Mountain Eagle reports are taken from the logs of area law-enforcement agencies. Every effort is made to report the court disposition of all arrests listed.

Missing hunter foundCANYON CITY – A missing hunter, Steven Sidney Williams, 46, was found safe and sound at about 11:30 a.m. on Sept. 11, after spending a night in the woods, Grant County Sheriff’s deputies reported.

Williams was hunting with family and friends, and was last seen at about 4:30 p.m. on Sept. 10 in the Wildcat Basin area.

Members of the hunting party told searchers he was in excellent physical condition, personally cautious and had good knowledge of outdoor survival, but he was not very familiar with the area.

The family searched all night for Williams and he was still missing when they notified authorities at 7:26 a.m.

He was reported in good condition after being found in the Reynolds Creek area.

John Day DispatchSept. 5 A rollover traffic accident was reported on Highway 395 near milepost 14. Information referred to the Oregon State Police.

A vehicle reportedly backed into a stop sign on Highway 395 and Park Street in Canyon City. Information referred to the Oregon Department of Transportation.

An incident to trespassing was reported at a location on Dixie Creek. Information referred to the Prairie City Police Department and the Grant County Sheriff’s Department.

An incident of criminal mischief was reported at a location in the John Day Trailer Park. Subject was reportedly throwing rocks at a trailer.

Sept. 6 A barking dog was reported at a location in Prairie City.

A theft of a firearm was reported.

A possible domestic disturbance was reported at a location in the 600 block of West Main Street. A sheriff’s deputy also responded to the location.

A vehicle break-in was reported at a location in the 500 block of Northwest Bridge Street.

A dead deer was reported in the roadway on Highway 26 between mileposts 157-158. Information referred to the sheriff.

Sept. 7 A loud noise was reported at a location in the 300 block of West Main Street.

The airport booster station alarm was reported sounding. Information referred to John Day City maintenance. System checked, everything appeared to be working normally.

An incident of harassment was reported at a location on Highway 26 near Barebones.

A possible drunk driver in a Dodge pickup was reported eastbound on Highway 26 from milepost 168.

Sept. 8 Gas was reported stolen from a vehicle parked at the Meadowbrook Apartment complex.

A car reportedly rolled through a fence at a location in the 200 block of North Humbolt Street. Information referred to the sheriff.

An incident of harassment was reported at a location in the 600 block of West Main Street.

An incident of harassment was reported at the Best Western Motel.

A fight was reported at a location in the 300 block of Northwest Bridge Street.

Sept. 9 Loud vehicles were reported driving around Prairie City. Information referred to Prairie City Police.

A loud party was reported at a residence in the 700 block of South Bridge Street. Information referred to Prairie City Police.

A sack of cans reportedly fell out of a vehicle near the West Shell station. Cans were picked up.

An incident of harassment was reported at a location in the 600 block of West Main Street.

An incident of possible menacing was reported at a residence in the 600 block of West Main Street.

A possibly intoxicated driver was reported in a white Dodge Intrepid. Information referred to Prairie City and the sheriff.

An incident of trespassing was reported at a location in the 600 block of West Main Street.

Tree branches were reported in the roadway on Highway 26 near Ace hardware. Limbs were removed.

An incident of criminal mischief and criminal trespass was reported at the mini storage yard behind Figaro’s Pizza. Someone reportedly cut a lock off one of the storage units.

An incident of harassment was reported at a location in the 600 block of West Main Street. Warning was given.

A subject was reportedly banging on the outside wall of a residence in the 600 block of West Main Street.

Sept. 10 A possible domestic disturbance was reported at the Traveler’s Motel.

An incident of animal abuse was reported at the Star Ridge Campground. Two kittens were dropped off. USFS to handle.

A loud truck was reportedly being parked in the area of the Best Western Motel. Subject advised and a solution is trying to be resolved.

A barking dog was reported at a location in the 500 block of Hillcrest Road.

Sept. 11 A fight was reported at the Wagon Wheel tavern. Information referred to OSP.

An alarm was reported sounding at Les Schwab Tire Center. False alarm.

An alarm was reported at Huffman’s Market. Information referred to Prairie City.

An incident of trespassing and game poaching was reported at the Izee Ranch. Information referred to OSP.

A possible domestic disturbance was reported at Lemon’s Trailer Court. Information referred to OSP.

An injured deer was reported at a location on Patterson Bridge Road. Information referred to OSP.

A blue car was reported driving in a careless manner on River Lane. Information referred to the sheriff.

A sign was reported stolen from the back of a truck parked behind Radio Shack.

A vehicle was reported being driven in a careless manner on South Canyon Boulevard near the Mexican Restaurant.

Five horses were reported in the roadway on Highway 19 near milepost 120. Information referred to the sheriff.

An alarm was reported sounding at the USFS helibase at the airport. False alarm, employees set off.

Arrests and CitationsGrant County Sheriff Sept. 1 – Todd Cluff, 40, Boise, Idaho, was cited for Violation of basic speed rule (87/55 zone) and driving while suspended.

Sept. 1 – Frank Herrera, 48, John Day, was cited for driving under the influence of intoxicants and failure to drive within lane.

Sept. 1 – A juvenile male from John Day was cited for possession of less than one ounce of marijuana.

Sept. 1 – Lucas Maples, 22, Caldwell, Idaho, was arrested for contempt of court.

Sept. 1 – James Handcock, 31, Mt. Vernon, was cited for careless driving and failure to perform the duties of a driver involved in a traffic accident.

Sept. 6 – Shannon Taylor, 30, Canyon City, was cited for violation of basic speed rule (79/55 zone) and no operator’s license.

Kirby Terry, 66, San Antonio, Texas, was cited for violation of basic speed rule (56/35 zone).

Sept. 6 – Keith McGraw, 44, San Jose, Calif., was cited for violation of basic speed rule (75/55 zone).

Sept. 6 – William Hammock, 26, Bend, was cited for violation of basic speed rule (77/55 zone).

John Day Police Sept. 9 – Travis James Freniere, 19, no address listed, was arrested on a warrant from Medford.

Sept. 9 – Glenn Lord, 50, no address listed, was cited for switched license plates.

Oregon State Police Sept. 6 – Matthew Terry Bixby, 34, Burns, was cited for improperly secured load after spilling several one ton bales of hay off a flatbed trailer on Highway 395 near southbound milepost 4. Both the northbound and southbound lanes of the highway were reportedly blocked for approximately 10 minutes while the bales were removed.

Accidents and IncidentsJohn Day Dispatch Sept. 5 – A one-vehicle rollover traffic accident was reported on Highway 395 near southbound milepost 14.

Sept. 8 – John Day Ambulance was dispatched to Valley View Assisted Living Community for an 89-year-old female who was reportedly having chest pains.

Sept. 8 – Prairie City Fire Department was dispatched to the scene of a reported car fire on Highway 26 near Indian Creek Road.

Sept. 8 – A one-vehicle, noninjury traffic accident was reported on Highway 26 near milepost 130.

Sept. 8 – Prairie City Fire Department was dispatched to the scene of a reported grass fire near the water towers.

Sept. 9 – John Day Ambulance was dispatched for an elderly female patient who had reportedly fallen and injured her leg.

Sept. 9 – A slash pile fire had reportedly flared up at a location on Road 2600. Information referred to the U.S. Forest Service.

Sept. 9 – John Day Ambulance was dispatched for a juvenile female patient who was reportedly having abdominal pain.

Sept. 9 – John Day Ambulance was dispatched for an elderly male patient who had reportedly fallen out of a tree.

Sept. 10 – John Day Ambulance was dispatched for a female patient who was reportedly having chest and jaw pains.

Sept. 11 – John Day Ambulance was dispatched for a male patient who was reportedly suffering low blood pressure.

Oregon State Police Sept. 8 – Troopers investigated a one vehicle, minor injury traffic accident on Highway 26 near milepost 130.

Investigation indicated Jessica Lee Smith, 28, Mt. Vernon, was westbound on Highway 26 when she apparently swerved to avoid hitting a deer.

Her 1998 Dodge Stratus then traveled across the centerline into the eastbound lane of travel before leaving the roadway and traveling into the ditch where it struck the earth embankment.

The vehicle was towed from the scene to Dayville by High Desert Towing.

Circuit CourtCANYON CITY – Grant County Circuit Court reported the following fines and judgments:

Eric Wade Lysne pleaded guilty on charges of first-degree burglary and first-degree forgery.

On the first-degree burglary charge, he was sentenced to 30 days in the Grant County Jail, with credit for time served, and placed on probation for 36 months.

Lysne was given an additional 180 sanction units, 90 of which are jail units, and ordered by the court to perform 80 hours of community service.

He was also given the drug and alcohol packages, which include special probationary conditions for drug or alcohol-related offenses.

Lysne was fined $2,481, which included a unitary assessment of $107, a county assessment of $59, $140 in attorney fees and $1,175 in restitution, with $500 of the fine suspended.

On the first-degree forgery charge, he was sentenced to 10 days in the Grant County jail, with credit for time served, and placed on probation for 24 months.

Lysne was also given the drug and alcohol packages as part of his probation order.

He was fined $1,166, which included a unitary assessment of $107 and a county assessment of $59, with $1,000 of the fine suspended, and ordered by the court to perform 80 hours of community service.

Forrest E. Warnos pleaded guilty on a charge of driving under the influence of intoxicants and fined $1,286, which included a unitary assessment of $97, a county assessment of $59, $25 to the intoxicated driver program fund and $105 in state obligations, and placed on probation for 30 months.

He was given the alcohol and drug packages, which include special probationary conditions for alcohol or drug-related offenses and his driver’s license was suspended for three years.

Lance Allen Carter pleaded guilty on a charge of reckless driving and was fined $387, which included a $37 unitary assessment.

Marquis Shane Cowdrey pleaded guilty on a charge of driving while suspended and was fined $626, which included a unitary assessment of $67 and a county assessment of $59, with $250 suspended.

He was placed on bench probation for 12 months and ordered by the court to perform 60 hours of community service.

Lari Ray Dawn Padilla was found guilty by a jury on a charge of possession of a Schedule-1 controlled substance and sentenced to 72 hours in the Grant County Jail and placed on probation for 18 months.

She was fined $2,166, which included a unitary assessment of $107, a county assessment of $59 and $1,000 in attorney fees, with $1,000 of the fine suspended.

Padilla was also given the drug package, which includes special probationary conditions for drug-related offenses and ordered by the court to perform 80 hours of community service.

Leonard F. Roupe Jr. pleaded guilty on a charge of fourth-degree assault and was sentenced to 30 days in the Grant County Jail, with credit for time served, and placed on bench probation for 12 months.

He was fined 4746, which included a unitary assessment of $67, a county assessment of $59 and $120 in attorney fees, with $500 of the fine suspended.

Laura Marie Brunton pleaded guilty on a charge of driving under the influence of intoxicants and was sentenced to two days in the Grant County Jail, with credit for time served, and placed on probation for 24 months.

She was fined $1,606, which included a unitary assessment of $97, a county assessment of $59, $25 to the intoxicated driver program fund, $105 in state obligation and $120 in attorney fees, with $1,000 of the fine suspended.

Brunton was also given the alcohol package, which includes special probationary conditions for alcohol-related offenses, and ordered by the court to perform 80 hours of community service.

Her driver’s license was suspended for one year.

On another case, Brunton pleaded guilty to a second charge of driving under the influence of intoxicants and also to a charge of recklessly endangering another.

On the charge of driving under the influence of intoxicants, she was sentenced to 20 days in the Grant County Jail, with credit for time served, and placed on probation for 24 months.

Brunton was fined $1,786, which included a unitary assessment of $97, a county assessment of $59, $25 to the intoxicated driver program fund and $105 in state obligation, with $1,000 of the fine suspended.

She was given the alcohol package, which includes special probationary conditions for alcohol-related offenses, and her driver’s license was suspended for three years.

On the charge of reckless endangering another, Brunton was ordered to pay a $67 unitary assessment and placed on probation for 24 months.

She was given the alcohol package, which includes special probationary conditions for alcohol-related offenses, and her driver’s license was suspended for 90 days.

Justice CourtCANYON CITY – Grant County Justice Court reported the following fines and judgments:

Travis Brown, Long Creek, pleaded guilty on a charge of possession of alcohol by a minor and was fined $311, which included an assessment of $37 and $24 cost.

He was also ordered by the court to participate in and complete an alcohol treatment program at his own expense, and schedule an appoint for an evaluation within 30 days.

Angela Trimble, Prairie City, was found not guilty at a hearing on a charge of allowing a dog as a nuisance.

Miscellaneous Violations

Matthew Sagaser, Mt. Vernon, was found guilty at a hearing on a charge of failure to obey a traffic control devise. Fined $180.

On an additional charge, he pleaded guilty to driving uninsured. Fined $180.

On yet another charge, Sagaser pleaded guilty to failure to register. Fined $71.

David Laird, Downers Grove, Ill. violation of basic speed rule (81/55 zone). Fined $180.

Juan Robles-Rodriguez, Baker City, violation of basic speed rule (78/55 zone). Fined $180.

James Hancock, Mt. Vernon, careless driving. Fined $180. He was fined an additional $180 on a charge of failure to perform the duties of a driver involved in an accident.

Bryan Zimmerman, Boise, Idaho, failure to use seatbelt. Fined $94.

Bryan Ingham, Lancaster, Calif., violation of basic speed rule (78/55 zone). Fined $237.

Jacuinde Garcia, Nyssa, violation of speed law (76/55 zone). Fined $237.

Mitchell Jeppson, Brightwood, violation of basic speed rule (72/45 zone). Fined $180. An additional charge of no operator’s license was dismissed when proof of compliance was shown.

Dennis Reynolds, Canyon City, violation of speed law (50/35 zone). Fined $110.

Jacob Green, Mt. Vernon, truck speeding (71/55 zone). Fined $138.

Small Claims CourtSeptember Judgments Al Burmeister Jr. v. Ethan Warnos.

Evidence and testimony were presented by both parties and after careful consideration, the court ruled in favor of the plaintiff, Burmeister Jr.

Warnos was ordered to pay $902.21, which included fees of $110.50.
